Report Card of NAMO and wish list of a common man



2014 was a watermark year in indian politics. BJP getting absolute  majority on its own for the first time in the history and infact any single party getting absolute majority after the '84 elections which were done under the shadow of india gandhi's murder . Electorate felt that NAMO is the man with a mission and the right credentials to fix the corrupt and rotten system . The new resurgent india voted overwhelming to the call of NAMO . It was more of a vote for Modi than BJP . The demography of india is changing very fast . The NEW INDIA is a young india who wants a clean system and expects government to provide basic amenities and has belief in his own abilities , A confident citizen who is ready to take on the world . This new india is also trying to break the shackles of caste system as well . This will be difficult for the old school political class to fathom ,who are still doing the electorate arithmetics by adding the caste votes and religion votes . The NEW india is breaking this stereo type and started to actually vote for development and against corruption . There has been a marked shift from the conventional wisdom of poling on caste lines . There has been couple of reason primarily they see that the so called caste based leader milk away the loot and the common public still live a life of misery and have started to understand their game secondly indian electorate is very young ,70% of indians are below the age of 35 . They are the generation of whatsapp and facebook . A post or a news on whatsapp and facebook gets more credibility and speed than on news paper or TV channel . Modi and BJP realised this and capitalised on this scenario or should I say that he was in the right place to capture it .

Three years of NAMO and SHAH 
Post 17th May '14 Namo and Shah have been ruling the country , Namo & Shah duo have been planning and calling all the shots . There is no adulteration in their approach as they are very focussed and are totally committed to their work . Worst for their detractors and subordinates they are very meticulous and hard task masters with penchant for minute detailing and execution . The duo works very hard and also expects no compromise from their team as well . Never in my memory have two people controlling the country with this iron fist . They might have made mistakes but there is no doubt on the intentions of the two . The way PM works in tandem with all the various departments of the government and international arena is not only exemplary but awe spiring . He is equally supported in running the party and political strategy by Shah and the two work in total tandem .There has been major progress in energy sector , highway , renewable energy , foreign relationship and overall image of the country in international arena. On political front they have taken down the caste and family driven political class and parties and are wining one state after another . It seems   that opposition has no answer to their strategy as they are thinking two steps ahead .
Namo had inherited a crumbling economic situation which was rotten by the systematic loot of crony capitalism ,political and bureaucratic structure of the country . Banks which are the backbone of economy were laden with NPA's .Real term inflation was running at double digit , tax collection system was full of holes and there was no fear of tax collection system . Most of the businessmen use to account for tax evasion as the only profit and infacts in a lot of businesses a part of that was passed to the customer and a part of evasion was the only profit which the businesses made ,more so in SME sector . A government   can only deliver if its coffers are full and the main source of revenue of the state is through collection of tax . As Chanakya also said " A nations coffers is the barometer of the economic state of its citizen" . The PM took stock of the situation and tried to address this issue by taking the bull by the horn   .demonetisation and GST are steps towards achieving this goal only . There has been a reason for this madness of the government . first opening of jan dhan accounts of most common man and than transferring the subsidies etc directly into his account thus eliminating the middlemen and other facilitators who used to wield a lot of clout and use to siphon the majority of the disbursements . Even Rajeev Gandhi had said in one of his famous speeches that out of every rupee which the government send for the betterment of poor citizen ,only 17 paisa actually reaches him . This disposition has ensured that the one at the bottom of the ladder is benefitted without much adulteration , be it direct subsidy in aadhar linked bank accounts or Ujjwala yojna of providing free LPG cylinders to 5 Crore household and thus saving the housewife of torture of inhaling the smoke or rural electrification . These steps by the government to help the bottom half of the country is definitely commendable .By these steps the duo has charted a brand new electorate for them . BJP which was traditionally seen as an urban and a middle class party have suddenly seen a surge of support in this class as well . These steps have started paying rich dividends for eg  the thumping majority in UP  . The way this duo is scheming and executing their political and governance agenda , they have left the oppositions miles behind . Most of the opposition have conceded to their brilliant execution , be it Nitish Kumar , Jairam Ramesh ,Omar abdullah etc . These guys are on a roll !
The most adversely affected by their economic tirade are their traditional SME class vote bank but the majority of people who fall among the bottom half of the economy are quite happy thus carving a new vote bank for their party which was traditionally been voting against them . The salaried class is also quite happy with these moves as his income was already all tax paid and he sees that with the demonetisation drive the worst affected are the bureaucrats , politicians and businessmen who were seen hampering to change their cash. That was the reason there was no mass hysteria or civil unrest situation , if the majority of population would have been affected than there could have been a lot of hue and cry . As far as GST is concerned till date only 65 lakhs businesses have registered for GST so the number of people who are directly impacted will be much less than the 65 lakhs thus this will also sail through and will go a long way in making indians a tax compliant society. The best part I like about them is that are ready to make amends to the policy on genuine issues raised . There have certain Non starter as well like the 'Make in india' or 'Startup india' .
It is very disheartening to know that we have just One crore income tax payers in a country of  125 people and out of that only maximum number of assesees are filling for minimum income .

Expectation of the common man
Common man is reeling under the burden of slowing economy and these new policies . He has accepted the government policy changes on the promise that it will help his future. He has supported the Duo wholeheartedly ,be it by giving them thumping majority in elections after elections or accepting the new economic policies . He is expecting changes for betterment of his day to day life . Some of his common woes are

1. Security
2. Health
3. Education
4. Judiciary
5. Corruption of babudom

The central government can definitely argue that they come under state subjects but now BJP is ruling almost all major states so this argument will not hold much ground and moreover a lot of policy matter and funding is through central government funded scheme .

Education system
The education system in the country ,whether public or private is rotten . There are only a handful of good institute in the country . To get admitted in those institutions one has to be beat the odds which are much higher than getting admitted to the top institutions of the world .  The private college graduate are unemployable as the standard of education is very poor and they have become mass degree distribution factories . Schooling system is even worse as the government schools are a total sham . Majority of them have No infrastructure . The quality of education and teacher is pathetic and deteriorating by the day . If anybody can afford than he is not ready to send his ward to government schools . It is very difficult to fathom the fact that BJP whose ideological god father is RSS and which identified the need of quality education by establishing saradwati sishu mandirs donot have a plan to rectify such an important issue  .
My suggestion is that government should make it mandatory for all government employees to send there wards to government schools and specially the class I and Class II employees and than see the difference .
Security 
There has been a huge concern for common man for security and has hardly any faith in the policing system . Police department are considered the most corrupt department in the city/state and there is no faith of common man in them . It is a state subject but after most of the states governments under their belt they can focus on improving the policing system . The whole system reeks with corruption ,right from the response time to filing of report or imparting of justice.

Health
A common man is dependent on government medical facilities for his medical requirements . Majority of government facilities are centre for corruption . There is a sizable amount of government spending in this sector but there is huge pilferage in the this system .

Judiciary
The judicial system in india can easily be dubbed as one of the most inefficient in the world . 'Justice delayed is justice denied' and timely justice in india is unheard off . The whole judiciary system works like a well oiled corruption machinery . It is almost impossible for a poor man to get justice because of time and resources it take . One simply tries to avoid a court case and if possible than try to do an out of court settlement . courts are used mainly as delaying tactics . The judges act as demi gods and the very language used in courts reeks of slave mentality .
It is highly expected of this duo to take drastic steps to address this burning issue .

Corruption at babu level 
Whenever a common man has to deal with any government servant than it is expected that he will have to grease the palm at all level . There have been hardly any steps to stem this menace . This class is quite fearless and does not have any fear of law . There is hardly any mechanism to report corrupt official .
My suggestion is that the majority of corruption lies in the discretionary power which a government babu has , Need to check the discretionary powers vested in them . This can be addressed to a large extent by use of technology and processes . Where there is a will there is way . There have been umpteen number of government department for eg delhi metro, which have minimum corruption and one can take a leaf out of them and make the system more robust .
Hardly any official is punished in case of quality issues with contract work . Similarly in tax evasion issue in any area than the official under whose jurisdiction that area lies and his team should also be considered equally liable because in most of the cases they work hand in glove with them . Once the officials are also held responsible for it than he will ensure the compliance to a large extent .

General structural changes 
I strongly feel that the government should focus on governance ,policy making ,policy implementing ,infrastructure development to a certain extent but I strongly feel that the government NOW has no business to be in trivial businesses like airlines , hotel , manufacturing , services and specially so when those companies are loss making and are a big draw on exchequer . For eg BSNL , Airindia ,BHEL and tonne of them, their peer group in private sectors are all profitable and these companies are still working on snails pace and are an example of what not to do. They should be divested asap to stop the drain and thereby proper utilisation of national resources takes place . There has been a lot of talk of divestment but none has taken place in this government .

Another suggestion is that we have been proxy ruled by the Civil servant , be it making policies or implementing . A selection for this coveted job is one of the toughest and it has acted as a club which is one of the most exclusive one . Its high time that the government should hire specialist for the jobs . A person opting for a career in defence services rises in the rank based on merit basis . similarly an economist and finance guys should be hired to handle ministry of finance and for implementing the policies . Similarly for a home secretary should be from the IPS cadre . My suggestion is that the civil servant should serve in one discipline , it will give him better understanding of the subject and thus will ensure proper implementation as well .

SOPS for SME
majority of entrepreneur in india falls under the category of SME . They have been hit the hardest in the economic slowdown and new economic structural changes . This sector provides the maximum direct employment and adverse affect on them will have far reaching impacts . Some of the key issues which they are facing are liquidity, cheap capital , slow down , less government spending , competition from Chinese goods , infrastructure etc .
The banks are least supportive at this time as one can clearly see that the advances by banks is more on consumer loans rather to businesses . Even government spending has reduced drastically as not many major infrastructure projects are coming up and to top it all they are facing the onslaught of cheap chinese goods which makes them unviable . The DUO should also look into there issues at the earliest and give a boost to this sector by understanding and working on their problems .
